We notify the owner by email and temporarily reduce the delivery speed while proxying for the domain and its subdomains to 100 KB/s. Volume is measured by outbound traffic — everything WebShield delivers to a visitor: pages, images, scripts, fonts. How much fits into the limit depends on how «heavy» the site is.
